The project consisted of two areas forming the Main Building: VIP Wing and the Public Wing. The two buildings share the underground basements (two levels underground) connecting the VIP and Public Wing. The VIP wing consists of a lower ground level, ground floor, and seven-floor levels. The Public Wing consists of lower ground, ground floor, and five-floor levels. There is an external courtyard with fountain and water features at ground level separating the two buildings.
The third major area is the Multi-Storey Car Park (MSCP) which consists of a single basement, a ground floor level, and three-floor levels.
The external services include roadwork with hard and soft landscaping and supporting facilities such as the main guardhouse and a VIP guard house.
The buildings have a total built-up area of 235,303m2.
